2013年9月9日，由質檢總局辦公廳、特種設備安全監察局、以及北京市質量技術監督局等聯合主辦，主要面向公眾宣傳《特種設備安全法》和電梯安全知識，營造安全乘梯氛圍的“電梯安全宣傳周”活動在京啟動。重點組織開展 “走進電梯”、專家網絡訪談以及編播公益廣告等一系列活動，大力宣傳《特種設備安全法》和電梯安全工作。

國家質檢總局副局長陳鋼在啟動儀式表示，今年的6月29日，我國頒布了《特種設備安全法》，對電梯等特種設備提出了一系列新制度。這部法律在我國特種設備發展史上具有里程碑意義。多年來，國家質檢總局一直高度重視電梯安全工作，通過完善規范和標準、加強監督檢查和檢驗檢測、開展隱患排查和專項整治等一系列措施，使得電梯事故萬臺死亡人數趨于平穩下降，保持了總體穩定的態勢。

This law has a milestone in the history of the development of special equipment in China. Over the years, the State Quality Inspection Administration has always attached great importance to the work of elevator safety, through the improvement of norms and standards, a series of measures to strengthen supervision and inspection, troubleshooting and rectification, the elevator accident million deaths tends to decline steadily, to maintain the overall stability of the situation.

國家質檢總局副局長陳鋼介紹說，隨著《特種設備安全法》的出臺，由于電梯涉及公共安全，與人民群眾日常生活息息相關，電梯安全已經成為群眾關心、媒體關注，涉及民生的重要問題。隨著電梯數量的激增、設備的逐漸老化，以及我國電梯普遍存在的大客流、高負荷的使用情況，電梯安全形勢日益嚴峻，監管壓力也越來越大。

Elevator safety has become an important issue of mass concern, media attention and people's livelihood. With the surge of the number of elevator, the gradual aging of the equipment, and the application of the large passenger flow and high load in China's elevator industry, the safety situation of the elevator is becoming increasingly severe, and the regulatory pressure is also increasing.

為此，在“電梯安全宣傳周”期間，質檢總局將組織相關政府官員、行業專家、物業管理者等多方面人士，就群眾關心的電梯熱點問題開展網絡訪談。同時，在“電梯安全宣傳周”乃至整個“質量月”期間，在廣播電臺還投放電梯安全公益廣告，在每天的多個時段滾動播出，傳播電梯安全知識，提高安全乘梯意識。

Meanwhile, during the "Elevator Safety Promotion Week" and even the whole "quality month" period, the elevator safety public service advertisement was also put on the radio station, which was broadcasted in a number of times every day, spreading the knowledge of elevator safety and improving the sense of safety ladder.

陳鋼說，國家質檢總局將堅決貫徹落實黨中央、國務院領導對安全生產工作的指示精神，推進電梯安全監管的職能轉變，推動建立地方政府“黨政同責”，相關部門“一崗雙責”，形成多元共治的監管格局，減少事故的發生。同時，也希望新聞媒體的朋友們和我們一同呼吁，全社會要共同關注電梯安全，形成“電梯安全，你我有責”的共識。
